Does a wagging tail always mean happy?
NO - this is one of the biggest misconceptions about dogs. A wagging tail indicates arousal/excitement, which can be positive (happy) or negative (agitated, aggressive). The position, speed, and breadth of wag tell the real story. A stiff, high, fast wag can precede a bite.
